Rules for Media Accreditation

1. General provisions

1.1. Accreditation of media representatives (hereinafter referred to as 'media representatives') at the St. Petersburg International Economic Forum (hereinafter referred to as 'SPIEF' or 'the Forum') is carried out so as to ensure the necessary conditions for media representatives to prepare and disseminate complete and accurate information about Forum events.

1.2. Accreditation of media representatives is mandatory for all Forum events.

1.3 While carrying out their work, media representatives must respect the rights and lawful interests of the participants and personnel of the St. Petersburg International Economic Forum, and observe accepted standards of journalistic ethics.

 

2. Accreditation of media representatives

2.1. A media editor's office registered in accordance with the Russian law, 'On Mass Media' may submit a request to the Organizing Committee responsible for preparing and conducting the St. Petersburg International Economic Forum (hereinafter referred to as the 'Organizing Committee') for accreditation of its journalists at SPIEF.

2.2. Persons illegible for accreditation.

2.2.1. Persons who are not media representatives and do not occupy the positions specified in 2.3.2 of these rules.
 
2.2.2. Representatives of unrelated publications which do not publish economic or political news.
 

2.3. Number of accredited media representatives

2.3.1 Due to space restrictions at the Forum venue and substantial media interest in the event, the number of members of the media allowed to participate in the Forum will be limited in order to ensure comfortable working conditions at the Lenexpo venue and easy access to all necessary resources.

2.3.2. Accreditation quotas.

  • Print publications:
  • Newspapers: 3 people (2 journalists, 1 photographer)
  • Magazines: 2 people (1 journalist, 1 photographer)
  • News agencies: 4 people (2 journalists, 2 photographers)
  • Information portals: 1 person (1 journalist)
  • Television companies: 7 people (2 journalists and a producer, 2 camera operators, 2 sound engineers)
  • Radio companies: 2 people (2 journalists)
2.3.3. The SPIEF Organizing Committee may increase the quota upon official request of the media organization, if such a request indicates a valid reason.
 
2.3.4. The participation quotas for SPIEF information partners are given in the packages for information partners.
 
2.3.5. When reviewing media requests, the SPIEF Organizing Committee may make use of information from third-parties about the media outlet, published in third-party sources, as well as verify the stated information (circulation, target audience, frequency of publication, and so on).
 
2.3.6. Media technical staff undergo Forum accreditation according to the rules for technical staff accreditation on the SPIEF website (www.forumspb.com).
 

2.4. Submission and review of accreditation requests.

2.4.1. Media representatives wishing to take part in covering Forum events can submit an accreditation request (hereinafter referred to as 'Request') on the official SPIEF website (www.forumspb.com).

2.4.2. All fields of the accreditation form must be completed.

2.4.3. Requests can be submitted through the official SPIEF website from March 19, 2012 to May 18, 2012.

2.4.4. Consideration of applications will take two weeks or more

2.4.5. Media representative accreditation is valid for the entire duration of SPIEF.

2.5. Refusal of accreditation

2.5.1. The SPIEF Organizing Committee has the right to refuse accreditation of a media representative.

2.6. Accreditation badge distribution

2.6.1. Upon approval of the registration request by the Organizing Committee, media representatives receive accreditation badges.

2.6.2. Accreditation badges are distributed at accreditation points in Moscow and St. Petersburg. Information about accreditation point locations and schedules will appear on the official SPIEF website (www.forumspb.com) no later than May 19, 2012.

2.6.3. Accreditation badges may be issued only if the following conditions are met:

  • Confirmed accreditation is recorded in the SPIEF database.
  • A passport is presented (passport number must match the number in the SPIEF database), and
  • For Russian media: editorial ID or official letter on editorial letterhead of the media organization, signed by the director and stamped.
  • For foreign media: accreditation card from the Russian Ministry of Foreign Affairs press service, or for journalists not accredited by the Russian Foreign Ministry, a letter on official organization letterhead, signed by the director, requesting SPIEF accreditation.

2.6.4. The badge is individualized and is not transferable. Keep the badge with you for the duration of the Forum.

2.6.5. Any other accreditation cards are invalid for accessing the Forum venue.

2.6.6. In case of loss, theft, or damage to the accreditation badge, media representatives must immediately notify an information and services administrator at one of the stands. The lost badge is then blocked; a duplicate badge is issued to the media representative on written request.

3. Rights and responsibilities of media representatives at SPIEF

3.1. Media representatives accredited at SPIEF may:

3.1.1. Make use of all services specially prepared for journalists.

3.1.2. Receive information about official Forum events and exhibitions (press releases, business programme, participant catalogues, and so forth).

3.1.3. Depending on the level of access, take part in Forum events.

3.1.4. Work in the SPIEF Press Centre during official Forum events and use the facilities of the SPIEF Press Centre.

3.1.5. Participate in press conferences, briefings, and other press events.

3.2. Media access to events at the St. Petersburg International Economic Forum:

3.2.1.  Events in the Red Zone – the area where the events from the Forum's official and business programme will be held. Members of the media possess access to the Red Zone for the duration of the Forum, except when special restrictions are imposed.
 
3.2.2.  Access to closed events with the President of the Russian Federation. Access by media representatives is by a special procedure laid down by the Russian Federal Protective Service (FPS).
 
3.2.3.  Access by technical staff of media representatives is granted according to the rules regarding technical staff access to the Forum venue.
 

3.3. Accredited SPIEF media representatives must:

3.3.1. Check the accuracy of the information they are given.
 
3.3.2. Comply with the requests of persons providing information with regard to references to its source, as well as whether a quoted statement is authorized, if it is being made for the first time;
 
3.3.3. When receiving information from officials and others, notify them that audio/video/film/photo recording is being made.
 
3.3.4. When carrying out work, present at first request their editorial ID or other document establishing the journalist's identity and authorization.
 
3.3.5. Not use the opportunities granted by their work to conceal information or falsify socially significant information, to spread rumours in the guise of trustworthy information, or to collect information in favour of a third-party person or organization which is not a media body.
 
3.3.6. Upon request by Forum safety service representatives, not take videos/photos.
 
3.3.7. When using official information or quotations from Forum participants, media representatives must follow the SPIEF Acknowledgment Policy. Specifically, the finished articles must be accompanied by a reference to the St. Petersburg International Economic Forum and the source of the information must be credited. Electronic media should include a link to the Forum website (www.forumspb.com). Alterations, embellishments, or the distortion of any copied (cited) information is strictly prohibited.
